By the book, Cutting the frame on a angle or Z-ing the frame is the stronger way to go. I shortened or repaired quite a few frames and if done right either will work either way.
I repaired a 1 ton pickup that the frame broke completely on one side in front of the front rear spring hanger. Basically a straight break. Cleaned everything COMPLETELY, beveled the edges on an angle(both sides) for max fill and welded a fish plates behind. This truck carried 3 tons over rear axles on plowed ground and never had anymore problems.
Again cleanliness and straight aligned cuts are the key. Kevin
