When I pulled the seal out of mine, I made a homemade puller, using some old bracket, cut down to length, and with a hole drilled in it for a threaded rod to fit through. I cocked the bracket sideways a little bit so it would go into the axle housing, through the bushing, and then "uncocked" it so it would catch the inside surface of the seal. This was with the threaded rod inserted already, and a nut and washer on the backside (inboard side, nearest the differential). The threaded rod was long enough to protrude from the ball of the axle housing. Then I slid a board with a hole drilled in it, over the threaded rod, and ran a nut with washer over the rod until the board was hard up against the axle housing, and I started tightening the nut. This pulled the rod and consequently, the homemade bracket, outward, and the seal and bushing with it. It took some effort to turn the nut to pull with enough force to pull the bushing, but it worked.

I had tried the slide hammer puller with a couple of different attachments, but they just weren't able to grab the seal.
