Should go between glass and reflector (light cone), not sure what clips you are referring to, there is a clip that goes inside the chrome ring and holds the assembly to the housing, and the one that holds the bulb to the reflector.
Did they maybe send you the little "ears" that grab the chrome ring? The bracket that holds the assembly to the housing is a V-shaped piece of metal with two little "J" hooks riveted at each end of the V. That's the only little clips I can think of in that assembly.
