bleed the master cylinder and adjust brakes so that all shoes are tight against the shoes outward until they make full contact against the drums. if you bench bleed master, you will find it works or not. after that, your issues would be fighting against the shoes moving. pressure bleeding after a full job is always better. you'll get it.
