M37 starter questions

The starter on my Canadian M37 (251) seems to be stuck. All contacts cleaned and but when starter pedal pushed lights go dim so I know its getting the juice--but no sound.
I've got an extra starter pulled from a junked M37 (230).

Are starters the same on both 251 and 230?

...also, is there any way to reach the bottom starter flange bolt without removing stuff hiding it?
