Thinking that reposting the same question every couple months is a bad thing.. Is a bad thing! No matter what, forums are about people communicating.
If you are getting the same questions over and over, this means you are getting NEW people coming in with interest. The LAST thing you want to do is whack them and tell them to use the search box. You need to use this chance to make them feel like "Hey, cool people".
Every forum I've seen that gets into archiving information, getting things sorted and indexed, policing where things are said etc. Just die. No one wants to post there, why would they? Its not fun. And with all the carful indexing of "information" their post will be seen by very few, probably never get a reply. And now you've just lost another voice.
Also, if you need moderators, you now have a class system. Class systems are only fun for "the few", not "the many". And forums only work if "the many" like them.
Forums are like bars. You come to shoot the shit with your buds and not have someone tell you you have to go over to that corner over there if your going to talk about "those things".
Think about it.
Facebook : Talk about most anything. Gets really stupid - popular.
Here : One pile of posts, talk about most anything. - popular
Everywhere else with indexed "information" - Dying.
