Here is a new one disassembled. I believe this one is reversed and will not work correctly on a Power-Wagon.

Power-Wagons and industrial engines did not use road draft tubes to clear gasses out of the crankcase. They used a positive crankcase ventilation system. As Milo said below, the Donaldson valve is the "PCV" valve as it is called today. Also no filtered cap on the oil filler tube. A sealed cap was used and a hard line or hose connected from the side of the filler tube to the carb to pull in filtered air below the air cleaner into the crankcase.
