small engine question

My son loaned me his snow blower to try out before I buy one. I have always done everything with one of my plow trucks, but he is trying to convince me it would be easier to do the parking area with the snow blower.
It's an 8 hp Tecumseh engine. I noticed when it is running it's not at a steady rpm but there is a very slight surge and drop in rpm. Do I have some moisture in the fuel? Or other ideas?
