You are going to have a good bit of stress there. If it is the top half of the flange broken clear off I'd approach it like this. Clean everything up and tack the 2 edges. Then gouge out one side with a carbide burr or small grinding wheel till you get almost half way through. Heat it some with a torch and bring it up and stop before red. Weld it at about 90 amps and put the torch back on it and slowly bring it down by backing the torch away. Once cool, repeat on the other side and the outer edge. If it was mine I would get a copper round the size of the hole needed and leave it in there while welding. If you have 100% penetration you don't need to close the hole. Worst case you drill the copper out which is easy. The force exuded on ears is pretty strong. Just my opinion on how I would approach it.
