No obstacle. My 46 WDX had that already. As I recall "EMISSIONS" was a buzz word excuse for most any problems the auto industry and dealers were too lazy to fix. I bought a new Furd Tbird with a Cobra Jet, in 68'. Ran like a sick dog and various dealers kept blaming "emissions". I finally broke a promise to myself and opened the hood and within 15 minutes found the problems myself. The major one was a broken diaphragm in the vacuum advance. I think the real reason was stated in the letter, low production.
