YOM license plates

I bought a couple of 1947 California license plates from ebay. before i purchased them i called the DMV to find out if the plates were "clear" which they were. 2 years later I brought them to DMV to get them assigned to the truck. After paying the past due fees of $322, the paperwork was sent to sacrament for processing. I just got an incomplete application and need a release of interest from the current owner of the plates. I have no idea who that is. I figured "clear" meant clear. I did not have this problem with the 1956 plates I had assigned to the Chevy. Anyone in CA ever have this issue? I am dreading the call to the DMV.
