Matt, wire brush it the best you can and then spray or brush on a product called rust-mort. It is an acid that has the consistency of water to get into the fine nooks and crannys. Let it dry for a few days and then spray paint it. Make sure you wear gloves and glasses cause this stuff will burn your skin. I have been using it for years and it works great.
