They are pieces made from apx. 1/4" steel plate , welded together to make a bracket similar to the cast ones normally seen on flatfenders.
These are on Mac's 46(#321) and look original. I have two 46 model PW wreckers out at my Dad's place that I need to look at to see if they are the same. These trucks are not as early as Mac's but both are of the first 2500 built.(apx.#'s 1300 and 2000)
I will try to take a look this weekend.
