If all my years have taught me anything, it is that to ask permmission to do what is not already readily known to be a no answer, is pure folly. I have learned to do first and then let them say no when and if they find out. Besides, who would ever know or suspect a truck frame swiveled at the DOT unless they were told. And if not, they must prove it was no done before their regulation was ever enacted. It is folly to raise questions to the DOT that they themselves have not made a previous issue or regulation about.
