What are you using to check the temperature? The dash gauge you said was off, but you know if its off consistently over the entire range? Check with temperature on the inlet and outlet of the radiator and at the thermostat with something that is accurate. A multimeter and thermal-couple would be the most accurate. The IR guns have a wide range of inaccuracy depending on the surface finish of what you are pointing it at (they are only for seeing a change in temperature, not an accurate reading of the temperature).

Are you sure that nothing is clogged in the radiator? A thermal imagining gun is good for seeing the temperature gradient over the radiator is and where hot spots are. Home Depot rents them if there is one close by, if you could drive there you might be able to just take a quick look for nothing.

I doubt to much flow from the water pump is the issue, to little would be more likely. Is the impeller worn? I would check the hoses to see if the inner walls are collapsing.
