Never had much success with vacuum bleeding brakes. I always get air like you did. If all your drums have locked up and the pressure is not being released, you most likely have an install issue with the master cylinder. If the piston in master cylinder is not being completely released and allowing the fluid in the lines to return to the master cylinder, the drums will lock up and not unlock. The fix is to shorten the push rod between the pedal and the master cylinder. This will allow the piston in the master cylinder to completely return and allowing the fluid to return to the master cylinder. This probably why you can’t bleed your brakes. Several people on this forum have had this problem.
