Here is an image of a newly rebuilt rockwood pulley for a Farmall tractor. There are wooden dowels passing completely through the stack of laminated paper sheets. The steel end caps and/or hub attach to these dowels with nails, the heads of which can bee seen in the image. This holds the stack tightly compressed together. Once an end cap is damaged and the stack is loosened, moisture can get in between the sheets of paper. When the dowels rot, the whole assembly starts to delaminate and fall apart.
