I bought a M1009 Blazer form Govt Surplus. No power. Thinking it was a bad torque converter I trid a stall test. Stand on the brake in gear, full throttle. It actually lost speed compared to idle.

Seems Stanadyne paut an advance piston in the very bottom of the pump. Any water in the fuel settile to the bottom, and corroded the steel piston into the zinc pump body. I figured out the prob by advancing the pump as far as it would go, only 1/16". Made a big difference. Next surplus auction had the latest greatest HMMV pump, stainless piston in a stainless sleeve, plus bigger for the 6.5l. Baddest pump up to going electronic the next year. Huge improvement over a rusted in place advance mechanism.

I don't know how Cummmins pumps work, but advnace seems even more critical on a diesel than ON GAS MOTORS.
