Today I switched regulator units with one that had the original riveted head (part that swivels and mounts to the frame)still on the tape. The rivets were almost flat with the tape where the other regulator had a new head pop riveted on and the pop rivets stick up higher giving less clearance to the opening. Unfortunately it did the same thing and the head will not go into the opening. I think I changed the head because the mounting holes were opened up which may have allowed the tape head to be installed higher up on the frame. I hate to bend or cut anything and then find that wasn't right. Sounds like you did what I was thinking about.
