Check your jet size. They are most likely too small. I have posted this multiple times that if the engine is running poorly until some choke is added it is running lean and needs bigger jets. This is especially true if the carb sits on a governor. The carbs that use a governor came with larger jets from the factory. I had a document that I picked up on the web at one time that shows carbs and jet sizes but can't find it now.
