Take a floor jack and plank along. Jack up the side that has the seized drum, with the jack sitting on the plank so it will roll along when you winch it on the trailer.

I had this problem with one I hauled home. It turned out that the brake lining came off the brake shoe and wedged between the shoe and drum.
