Cowl Vent Bolts

I have a 1951 B3-PW. I am trying to get the cowl vent to open and close properly. What did the factory use? shoulder bolt? flanged bushing? Cowl vent bracket hole size is 3/8", bracket on underside of dash has 1/4" X ~7/16" slot.
