I would guess the holes in the dash were a secondary process so they could easily have not stamped in the square gauge holes and just used off the shelf hole cutting dies for the 2 1/16" aftermarket gauges. another reason I would think the gauge holes were always done as a separate step was so they could easily change designs and easily supply right hand drive trucks to parts of the Commonwealth. even the frames on many vehicles for years had holes for right hand steering box.
