I also had one with the roll over switch hole. The local radiator shop brazed it shut, since was new and never had gas in it.
I used the old strap that's was on my tank. Re bent to fit new tank. You could easily make new straps from 1/8" flat stock and weld a long bold on each end for tighting. For a rubber insulator I used the rubber strip for the bottoms of garage doors
