Thanks for the tips. My son and I fabricated a slip ring and wiper arm/brush that I think is going to work well. The slip ring is mounted to a plastic cylinder that slides over the upper section (steering wheel side) of the universal joint, and is larger than the OD of the steering column. The horn wire runs through the u-joint, and will be soldered onto the slip ring. They will rotate together when the wheel is turned. The wiper arm/brush will be mounted to the steering column housing using a plastic spacer and plastic screws, and a wire will run from it to the horn relay. I'll post pictures when it's all done.
