Simple designs can be painted. The more intricate designs were not painted but screen printed. Both artists are still around. Check with the hot rod community in your area. Also, get in touch with a university that has a screen printing course. The instructor may be of help to you.
In Houston I was fortunate enough to find a high quality screen printing company. They are in the process of recreating door art for my truck. They even have 50's era art in their computer database from which they can recreate authentic signs as would have been produced at that time.
