Virtually any epoxy can go straight onto sandblasted metal. Marine epoxy never has primer...problem is most of the marine epoxies fade fairly rapidly simply because they're not designed to look purdy but to prevent rust. The fancier epoxies do have UV protection.
There are lots of good chassis epoxies that will go on without primer & look better than your chassis ever looked from Dodge but it just depends how fancy you want it & as Ron mentioned, the surface definitely needs to be media blasted to create a profile.
