Carberator and Oil Port Questions

The 49 PW with a 230 I'm working on getting running has a Stromberg BXUV3 carb on it. Question is do I rebuild it or find Carter?
After I got the 3 stuck valves freed and replaced the head, I went to adjust the lifters I noticed no oil bathing the front lifters.
Question can I apply air pressure to the oil port to try to see if it will open a potential blockage or what is the best thing to do?
