Again, I don't think restrictor plate is quite the correct term especially if you think of restricting as limiting. It will not limit the amount of incoming fuel/air mixture, it just creates a condition where the mixture is suddenly flowing much faster at the point where it passes through the smaller bore. The actual volume of mixture flowing is the same above, below, and right at the plate. It is not changing the amount of incoming mixture, only increasing the speed that it is moving - at that one point.

That is why I mentioned the venturi effect. That sudden increase in the speed of flow creates a low pressure condition at that location - exactly the location where the vacuum port is. Low pressure creates vacuum.

I have to respectfully disagree with you Chris.
