Thought this might be relevant for others as well.

These plates are commonly missing and that may possibly be a reason why so many people have trouble with the vacuum accelerator pumps not working quite right. I know these plates are not specific to trucks equipped with the mechanical governor, however, when using the mechanical governor for stationary use, you definitely want a fully functional accelerator pump. When the governor calls for more fuel - you need it right now before the load pulls the engine down in rpms past the point of no return. This is something you can overcome by feel when driving to some extent, but the governor cannot.
