I am not sure whether "restrictor plate" is an accurate description or not, but it appears that is the only thing that it does. Since it is performing its restricting at precisely the point where vacuum is drawn for the accelerator pump, I would guess it increases the velocity across the orifice and because of the resulting venturi effect, it creates more vacuum behind the accelerator pump piston.

I have never tried to run a square top carb without the two gaskets and the plate sandwiched in between. You may be okay. Make sure that your gasket(s) are slotted like those shown in the image or you will get no vacuum behind the accelerator pump piston. and no squirt of gasoline when you need it.
