You want to buy a M35 fender or 3052 tranny or 6-lug budd wheel or similarly dangerous "controlled munition" from the "private venture" scrap contractor at the base? First you have to go to the base, list the specific items you want, fill out the paper work that says you won't sell it to the bad buys, fax the all the paper to Battle Creek, wait around till they approve it (hopefully the same day) and then you get to buy it. Of course it "saves the taxpayers money" to just crush everything. They've made sure of it. GM wouldn't like a lot of good surplus engines on the market, would they?
