I appreciate the ingenuity to develop that method, but it seems like wasted effort to me. I'd worry that you would not get all of the free water out of that mixture. I'd rather have alcohol in my tank than water.

If you burn the fuel while it's fresh, you shouldn't have a problem. It I was worried about long time storage, I'd drain the tank before I'd purposefully introduce free waster.

If you're trying to decant the phase separation from old fuel, that's also a wasted effort, because the gasoline has already lost its light hydrocarbons and it is no longer fit for purpose either.

I have to admit, I no longer keep any small gasoline engines. My lawnmower is diesel. My chainsaw is electric. There are good reasons why we don't have diesel-powered motorcycles, but there is not a good reason why small engine mfgs can't build more durable gas/alcohol engines.
