A lot of tunnels had large fans powered by steam or electric engines in a fan house near one of the tunnel entrances to clear the smoke out of the tunnel so the crew and passengers could breath.
Spence may correct me, but I believe they were strategically placed to actually pull or push the smoke ahead of the engine (depending upon which way it was headed)through the tunnel.
