I would stay away from packaged treats for my dog like I stay away from packaged treats for myself. Full of chemicals and sugar.
As others have said, bones, especially leg bones that are very hard and not so likely to be broken and splintered. I cut them into short pieces with my band saw. Our yellow lab loves them and they keep him occupied.
