The block heater on my Ram CTD is 1000 watts, 4B Series usually have a 750 watt. After running all night, you will not see any temp on the temp gauge. On startup, depending on outside temp, you may feel a tad of warm air, but you will come up to temp, getting hot air much quicker than without block heater. After running all night, reach in and touch the block, it should be warm.....but surely not hot as you might expect.

When temps get below 15, I plug in the block heater at night, let her run all night. When it goes sub zero, my truck is always plugged in 24 hours a day, unplug only when I use the truck.

Keep in mind, and look at the huge size of that case iron block etc. Plugging in 2 hours or so before you want it, is like shoveling sand against the tide. Its a huge block of iron to heat up and keep warm. The Block heaters dont have thermostats, they run wide open all the time, but the heat lost off the block never lets then overheat.
