251 distributor woes

A friend has a 251 engine that the distributor will not come completely out. It moves an inch or so then hits a dead stop. The shaft turns freely when against the dead stop. He also has removed the oil pump. Any one had this problem? Has something has damaged the end of the distributor so it wont come out? But what? This was a running engine
