Gauges vary a lot, so go with low being within 10% of high.

Good motors usually read 105 on my 35 year old Snap On gauge.

And, wet tests are useless useless you do have a low one. And probaly useless then too, there are better signs whether it's low because of rings or valves. Like blow by, intake or exhaust sounds....
