I do use a very little on the treads of the lugs. I make sure that there is none on the on the nut body or the rim. The surface between the two, in my opinion, provides a lot of the friction that stops the nut from backing off. You need to allow for the anti-seize when tightening the nut.
I will not recommend one way or the other on using anti-seize that is your choice.
