He doesn't actually give much detail about Cummins, specifically. I'm not sure how accurate that article is in total, it's mostly editorial. The author mentioned a couple times that ultra low sulfur diesel hurts fuel economy. I'm not sure that makes sense. The sulfur was removed, so manufacturers could install DPFs. The sulfur itself, should not affect milaeage. Sure, you waste some fuel when it's time to burn out the soot in the filter, but that 2017 Cummins also cranks out a lot more hp than a '97 model, and the truck is heavier, too, so it may not be a fair comparison. With the DPF, SCR, and electronic control, it's even possible for the engine out levels of pm and Nox to be higher that older engines while they clean it up in the exhaust system. This means less Use of EGR, which hurts efficiency.

Either way, it's a lot easier to clean PM out of a ceramic and titanium filter than to clean it out of a human lung. These new emission standards are really stringent, that's for sure. It is a challenge for the OEMs to meet, but diesel is still the most efficient way to store energy for heavy duty transportation.
