I would definitely not use one with a good spring. They work just find with a broken spring plus you have the added benefit of being able to quickly disengage the pto without having to reach down and flip the levers out of the way. Once in neutral, the levers stay in place, even with a broken spring, and the pto cannot be engaged.
In my opinion, safer operation with a broken spring.
