How Do I Install This?

The 318 that I put in my 6x6 came with these heat shields for the spark plugs. When I tore down the engine there were no gaskets on the exhaust manifolds, just the shield sandwiched between the head and the manifold. You can see in the picture that I have a leak at the center holes. Are there supposed to be gaskets with this, and if so, do I run them on both sides of the shield? Any help appreciated. Thanks!
