alternator is charging 14.5 volts right now

(1) BUT last trip out the voltage climbed above 15 volts into the red, the longer I run the truck the higher the voltage rises.
(2) shut off the truck for a short time the voltage will be down but not as low as when the engine has been sitting for 20 minutes. When first fired up it will climb to 14 volts and stay there for about 20 minutes and then climb higher.
(3) multi meter test shows voltage at battery to be 14.78 volts and voltage at alternator to be 14.79. This is on a Carryall. Distance to battery from alternator is 8 to 9 feet.
Alternator feed goes to a junction block on the fire wall.
alternator sensor wire goes to a battery feed on the fuse box this is on an 12SI delco
exciter wire goes to an ignition feed.
Ground should be good.
The other day my fuel tank level got low, the fuel gauge was bouncing around the volt meter guage went nuts as well. dropped to 13 volts and then bounced right through the red- I have not seen that before and the voltage stayed at 14 once the tank was filled and climbed to 14.5 by time I got home.
Ran it today and it never went above 14.5, but I did not travel the same distance as when things went nuts.

Volt meter in dash should be accurate - checked the voltage with a multi meter, both match up.
Alternator has a new regulator installed, no visual problems, local parts place did not have a full kit - otherwise I would change the whole works.

So I am a bit confused as to what is going on.
Delco 12si alternator
dual batteries
300 amp cut off switch
I have not found a loose connection
Lots of ground wires to the frame and body
both batteries ground to frame
engine and alternator are ground to the frame
body is grounded to the frame
