That basic shaft hardness (RC 32) sounds really soft. Is this for an old-style (some call it flat-fender) Power Wagon? Or maybe your WC-63 that I think you've posted about? Even the spline hardness doesn't sound as hard as I would expect for an axle shaft. I'm pretty certain that other axle shafts are harder than this.
It seems that a bump in hardness would help the strength of these shafts, but don't want it so hard that they would lack the toughness needed for impact loading.
