Ok I have brought this up several times. You commented that you always have to give it a little choke to make it run smoothly. That should tell you something.
I had a similar issue after rebuilding my PW carb with the governor. It seems that the rebuild kits all have jets that are designed for non-governor carb. The carb with a governor require larger jets. I did post carb jet specs here at one time. I kept the original jets to my carb and was able to reinstall them. It solved the running lean issue and I no longer needed to use a little choke to get it running smooth.
By the way these trucks never had much power at speed.
