That is a U.S. Forest Service truck with a fire plow on the back. I have seen photos of that same style water tanker box on many U.S.F.S. Power-Wagons. There were at least three different versions of the fire plow and mounting used on these trucks. The three I have seen photos of were: Hard mounted plow raised and lowered with a large hydraulic cylinder, Monroe 3-point Lift mounted fire plow, and hard mounted with a winch and cable to raise and lower. This particular one appears to be raised and lowered with a winch.
