WC Headlight question

I have remove the only visable nut that attaches the light to the pivot base. There is a approx. 2" sleeve over the bolt that that goes through the light and the base. The sleeve does not move at all. I do not know if this sleeve is threaded or just rusted. Has anyone had one of these apart before?
