Beware of Committees' Playing Tricks
S.1438, Section 1062 now Being Merged With H.R.2586.
Beware!
The House version (H.R.2586) originally contained Sec 921, and Section 2573, both of which are essentially the same as what the Senate left in, as the Senate version's Section 1062. However, the current version of the House legislation (they list them in opposite direction from the Senate, of course) is the "PCS" version, which does not contain either section. Don't feel good yet, though.
Both these bills are considered by the conference committee, which "smoothes out the differences." It is in conference now, where literally anything can happen. They can add sections from either bill; they can take out any sections, or rearrange them; or they can add entirely new sections, that have never been voted on in either chamber! That is why we MUST KEEP CALLING! We also need to let them know that we don't like fighting this same section, every year. Next year, we suggest they just leave it out. We don't want to see it in other legislation, either!

The committee notes that military equipment would be covered by the provision only if it is specifically designated as significant military equipment. Public safety should be the foremost consideration in making any such designation, but the Secretary may also take into consideration the historic or cultural significance of certain equipment.
For example, the committee does not believe that civil war cannon would or should be designated as significant military equipment. Similarly, the committee does not expect that World War II aircraft from which all weapons systems have been removed would or should be designated as significant military equipment.

Note that the committee says exactly the opposite of what the bill itself says!
If the bill doesn't say what it means, it shouldn't be passed into law! Mere possession of non-demil'd equipment will be a federal crime! If you get caught with something that isn't demil'd to a bureaucrat's whim, you can go to federal prison!
