need fuel gauge help

The fuel gauge on my WC21 reads only 1/2. Goes there when the main switch is turned on and drops to zero when the switch is turned off. My troubleshooting chart covers readings of full or empty but not 1/2. Anyone have a suggestion of probable cause?
