I am not real well versed in the 251 engine, but if you have enough adjustment in the throttle linkage, you may be able to remove the governor temporarily and mount the carb directly to the manifold. This would quickly rule the governor out. It could be that an internal spring finally wore out or broke, or there could just be some crud keeping the butterfly from opening as far as it used to.
